The pitch will cover all areas of marketing and communications, including media planning, media buying, advertising, direct marketing, online, digital, event and PR for the next four years.
Interpublic Group's McCann Erickson currently handles the advertising for the government body, and the agency launched a £3m campaign to raise awareness last month.
Media planning and buying is held by Universal McCann, while Omnicom-owned Tequila/London and Tullo Marshall Warren are on Carbon Trust's direct marketing roster.
It is understood that all roster agencies will tender for the business.

The Carbon Trust, which works with UK business and the public sector to cut carbon emissions and develop commercial low carbon technologies, has annual funding in excess of £105m in grants from the government.
