She replaces Hugh Bessant, who left the company to pursue other interests earlier this month.
According to a statement from Bisnode, Holmes will take up the role in September after working out her notice period at the British Red Cross.
In her role at the charity, she has been responsible for an overhaul of its marketing and sales structure. Her previous roles include managing director of marketing information firm Key Note.
Holmes said: "I'm very much looking forward to returning to the core marketing arena, which has always been my passion. I believe there's no better time to be in the direct marketing sector than right now."
Before Holmes joins Prospect Swetenhams and Market Monitor, the firms are being led in the interim by board director Alistair Pauline.
Holmes joins following a group level reorganisation in February, which moved Prospect Swetenhams and Market Monitor into the CRM and direct marketing division under business unit manager Geir Feltstykket.
