Postcomm to simplify postal licensing for smaller businesses

LONDON - UK postal watchdog Postcomm is to simplify licensing procedures for non-universal service operators, allowing smaller postal and communication companies to gain a better foothold in the market.

The changes, which follow last year's review of licensing arrangements for postal operators, include a substantial reduction in application fees from £1,000 to £50 and no further obligation for licence holders to guarantee delivery of mail if a rival operator fails.

The watchdog said removing the obligation for rival companies to deliver the mail of other operators would allow postal businesses to respond to market demand instead of regulatory requirements.

Postcomm, which will implement the new measures in early 2008, said the amendments to the 2006 licensing framework were designed to "eliminate unnecessary regulation" and encourage competition in the market.

The industry body said none of the changes would hinder Postcomm's ability to enforce licence conditions or stop it from protecting mail customers.
