Racer was appointed after a 30-day consultation, following Postcomm's decision in May 2002 to grant licences to encourage competition between postal operators around the UK. In December 2004, Mail Plus was also awarded a licence.
Racer was founded in 1991 is a priority mail and courier services for large City-based financial and legal clients.
The company is owned by managing director Fiona Payne and finance director Alun Evans.
Postcomm was set up by the Postal Services Act 2000 as a non-ministerial government department and makes sure postal operators, including Royal Mail, meet the needs of their customers throughout the UK.
Postcomm's policies are led by a board of seven commissioners, headed by the chairman Nigel Stapleton.
Postcomm said it does not believe the services proposed by Racer will have any appreciable adverse effect on the provision of a universal service throughout the UK.
