The role requires the former BBC man to lead Ofcom's radio and multimedia content strategy as well as leading the radio, multimedia and media literacy teams in content and standards.
Davies retains his responsibility for leading the regulator's review of radio, which covers the future of digital radio and the regulation of analogue radio. The first phase of the review was published in December and the second is due later this year.
Prior to joining Ofcom in October 2003, Davies spent nine years at the BBC, culminating in the position of controller of corporate strategy. His previous BBC roles included three years as head of strategy for the nations and regions, and he was also involved in developing the strategy for the BBC's new national digital radio services. He was also on the Rajar board during this time.
