The division will be brought together with Greenland Interactive, which Telecom Express acquired in July, to create a response handling division trading under the Telecom Express banner.
Telecom Express Group chief executive, Damon Russell, said no decisions had been made as to whether or not additional companies would operate within that group.
"Our three major client sectors will be print media - covering national and regional newspapers - and consumer and contract magazines," he said.
"Another sector that will be very active is the TV base, which will also encompass radio."
The new unit will service an array of blue-chip clients, including Channel 5, Emap Radio, Daily Mail Group and Sky.
The division will have about 70 employees.
