In addition, sales representatives have been placed in key European territories, as well as dedicated teams serving the Japanese and Korean markets, to create stronger links with clients who trade with VBS across Europe.
To drive the restructure, Quinoy has also added to the responsibilities of vice-presidents Tony Robinson and Antonio Canto.
Robinson's team, which currently manages London-based client relationships, will now expand to include digital media and Nickelodeon sales responsibilities.
Canto, who joins from MTVNI's Asia-Pacific unit in Singapore, will be based in London to manage pan-European accounts from elsewhere in Europe and Asia.
A third vice-president, Michael Garreffa, will continue to lead VBS Europe film and entertainment business partnerships.
Quinoy said: "We tailored the VBS Europe group in response to the growth of our business, brands and digital platforms. Our business units are vested in the success of their clients' marketing and brand activity, and can work with partners locally, regionally or globally, to access any combination of markets, brands and platforms."
Quinoy was promoted from Latin America sales and marketing chief last May to head its revamped media sales operation in Europe.
Her previous roles include stints at Euro RSCG Ball Partnership in Australia and at Lowe & Partners/SMS in New York.
