Moffett, a former brand director at Emap's easy listening radio network Magic, replaces Cath Murphy who left the division last year to set up her own business.
Since leaving Emap three years ago, Moffett has been working at Sheffield-based interactive entertainment company Zoo, where he was marketing director.
While at Zoo, he was responsible for the company's business strategy and partnerships with organisations such as Celador, Uefa and Motorola. He also worked on the company's flotation on the alternative stock market Aim.
Moffett joined Emap after it bought Metro Radio in the mid 90s, where he was head of marketing for the Yorkshire region. He was promoted to brand director of Magic in 1997.
His career began at Ulster Television in 1986. He then moved to Young & Rubican where he built up several years of agency experience with spells at Ogilvy & Mather, where he worked on the SmithKline Beecham account in 1990, and Lowe Howard Spink, where he worked on the launch of the new Vauxhall Astra in 1991.
Moffat's last agency post was as associate director at Gold Greenlees Trott, where he handled the AG Barr account on brands such as Tizer and Irn Bru, and the Nationwide Building Society.
Emap's Big City Network radio stations are Key 103 in Manchester, Radio City in Liverpool, Newcastle's Metro Radio, Radio Aire in Leeds, Preston's Rock FM, 96.6 TFM in Stockton-on-Tees, Hallam FM in Sheffield and Viking FM in Hull.
