Spicer replaces outgoing chair Gary Brine, who left integrated agency Gyro last year, as the MCCA refocuses on being run "for agencies, by agencies".
Brine has stepped down to ensure that the MCCA's chairman is an agency principal who can support the trade body's aim to "support, protect and defend agencies".
Spicer has over 20 years' experience in the business including running Arc Worldwide and EHS Brann and working with clients including Procter & Gamble, Diageo, Littlewoods Pools and Warburtons.
In his role as chairman Spicer will lead the MCCA's board, which is made up of a collection of agency heads representing agencies of all sizes and disciplines, and a number of specialists in critical business considerations such as new business, procurement, legal issues and HR.
Scott Knox, managing director of MCCA, said: "Gary has been an inspiring figurehead and an unswerving supporter of the MCCA, but whilst he is taking a break from the agency scene, he felt very strongly that our members should be represented by an agency head.
"We have been considering next chairman candidates for some time now, and Mike was absolutely first choice, so it makes sense that he takes the reins from Gary straight away."
