The ad shows a vertical American flag with two red stripes, now black, representing the twin towers of the World Trade Center, with the words "in memoriam" at the bottom.
It will be distributed for free by the Newspaper Association of America, and features a small credit-line noting that the ad is "courtesy of this publication".
Dean Hacohen, executive creative director of Lowe, said: "Advertising creatives are communicators at heart. This was a unique opportunity to express ourselves, not on behalf of an airline or toothpaste, but simply as a tribute to the victims of 9/11."
"Finding an appropriate way to mark the first anniversary of the September 11 attacks has been a challenge to many of our members," John Kimball, chief marketing officer of the NAA, said.
The NAA is a non-profit organisation representing the $55bn (拢35.6bn) newspaper industry and more than 2,000 newspapers in the US and Canada. Most NAA members are daily newspapers, accounting for 87% of the US daily circulation.
