
Fowles, who has been with the agency for 12 years, was formerly a business director with PHD and was promoted to his current role in January last year.
PHD has not yet found a replacement for Fowles.
The move follows the installation of Philippa Brown as the chief executive of PHD in August this year, combining her duties as the the chief executive of Omnicom Media Group with the PHD role.
Before working at PHD, Fowles was at Bartle Bogle Hegarty and then Motive, the media operation of BBH.
