He said: "It is therefore essential that companies in breach of industry regulations are penalised accordingly to enable us to maintain high standards within the direct marketing industry and build consumer confidence."
Richard Webster, chairman of the Telemarketing Association, launched in 2005, said Ocom's action was "wholly justified and we totally support their decision".
He added: "However, it is extremely frustrating that the majority of the silent calls received by UK residents originate from overseas call centres over which no UK governing body has control. The transgression of these companies are tainting the good work of many professional telemarketers in the UK, creating a detrimental impact on the industry overall.
"The TMA believes that it is wrong to hinder reputable companies from selling, in an ethical manner, to UK consumers. However it vehemently upholds the wishes of consumers who genuinely express a desire to be removed from databases available to telemarketers."
Brand Republic also contacted the companies fined by Ofcom, which were Space Kitchens (£45,000); Bracken Bay Kitchens (£40,000); Carphone Warehouse (£35,000) and telecoms company Toucan (£32,500).
John Fleming, managing director of Bracken Bay, accepted being fined but complained that the size of the fine was "disproportionate".
"As soon as we became aware our system did not comply with Ofcom's requirements we immediately replaced it with a new, compliant, AMCAT system, at a total cost ... of over £340,000."
He added: "However, as a new business that has invested heavily to implement a compliant system, to be hit with the second highest fine of £40,000 will place significant financial pressure on the business.
"We feel the size of the fine, in view of the steps we have taken, as well as our turnover and profit, is disproportionate, particularly as the other organisations to be fined are much larger than us."
A spokesman for Carphone Warehouse said the company accepted Ofcom's findings, ruling and the fine, which applied to its conduct between April and June 2006.
"We have made significant progress since then and are now compliant with all Ofcom's silent calls regulations," he said.
Toucan declined to comment and Space Kitchens could not be reached at the time of publication.
