ICSTIS says phone-in scandals will not be tolerated

LONDON - Regulator ICSTIS has condemned the "worrying upsurge" in complaints about TV premium rate services and reiterated its commitment to protecting consumers following a spate of scandals involving TV phone-in competitions and quiz shows.

Speaking at the launch of ICSTIS' annual report, chairman Sir Alistair Graham noted that in 2006/2007 a quarter of all complaints were related to TV competitions and broadcast quiz shows, despite a 43% drop in the total number of consumer complaints.

He said: "Viewers become consumers when they pay to participate in radio and television phone-in competitions, text voting and TV quizzes. Those consumers then have specific rights and these were not respected by the industry...Never again must viewers and consumers be treated like this. It will not be tolerated."

Sir Alistair went on to note that in 2006/2007 ICSTIS used its emergency powers nine times to shut down services. The independent regulator also barred two individuals from operating premium rate services for between 18 to 24 months.

ICSTIS recently imposed a record £150,000 fine on telephone operator Eckoh UK Ltd for misleading viewers taking part in Channel 4 show Richard and Judy's You Say, We Pay competition.
