The French media owner is keen to exploit the recent explosion in sports partnerships and sponsorship, in particular leading up to the London 2012 Olympic Games.
The UK launch is being planned for June later this year.
"The objective is to launch the agency before the end of June although the project could be moved forward or delayed," a Havas spokesman confirmed.
The French agency was founded by Lucien Boyer and Phillipe de Pennart in 1991 as the Lifestyle Marketing Group with an emphasis on sport, but was then bought by Havas in 1998 and relaunched as the dedicated sports marketing agency, Havas Sports.
It currently looks after major blue-chip clients including Coca-Cola and telecoms giant Alcatel. The agency also played an integral part in Paris's bid to host the 2012 Olympic Games, which was scooped by London last July.
Havas Sports launched a sports day whereby members of the public turned up at the Champs Elysees in the centre of Paris to participate alongside top French sports stars including Olympic gymnasts and hurdlers. The event caused gridlock in the French capital, but was deemed a marketing success.
If the UK company gets the go-ahead, it is likely to operate as Havas Sports in the UK although it could be incorporated into the Havas-owned Media Planning Group's operations.
Havas Sports recently opened offices in China, to take advantage of the opportunities surrounding the 2008 Beijing Games, and Spain.
