It is understood that incumbent Total Media, OMD and Rocket will fight it out for the planning and buying account.
The moves come as a surprise because Total Media has held the account since 2002, when it won the business from Mediaedge:cia following a two-way pitch. Harper Collins was unavailable to comment on the reason for the review.
Total has a strong portfolio of arts and publishing clients that includes The Arts Council, Hodder Headline, The Tate, Time Out magazine, Harlequin Mills & Boon, the ICA and Borders.
Joint managing director Guy Sellers said that the review was the result of the agency's two-year contract coming to an end.
The pitch is to be overseen by marketing director Amy Nelson-Benett.
Harper Collins' authors include Martin Amis, JRR Tolkein, Douglas Coupland, Tony Parson and Cecelia Ahern.
