Rice joined the company in January to work on the development of the UK version of the title, which is published in France as a joint venture between Hachette and French publisher Finev. Finev is licensing the title to Hachette for UK publication.
Hachette is aiming its first ever UK launch at women aged 35-55, "who want to understand themselves and the people around them better".
Rice said: "Psychologies is a women's magazine with no fashion, no shopping guides, no gossip and no columns by women writers with a wry take on their domestic or romantic lives -- how can it be anything but a success? It's the first launch in a long time that can genuinely claim to be innovative rather than derivative."
Rice was the editor of 19 for three years and Options for four years in the late 1980s and early 1990s. She then worked as editor-in-chief of IPC's new product development division from 1996 to 1998.
Since then, she has pursued a freelance career during which she worked on the pre-launch development of In Style and Eve, and wrote regularly for the Mail on Sunday's You magazine and The Observer magazine.
