
Rowe, who left her role as commercial and marketing director of in July 2009, has been appointed to the NBNK board.
The venture is headed up by a number of leading financial industry figures, including the former chairman of insurer Lloyd's of London, Peter Levene, and ex-Northern Rock chief executive, Gary Hoffman.
NBNK raised £50m through a share issue last summer, as part of plans to bid for 600 high-street bank branches that Lloyds Banking has been ordered to sell by the European competition authorities. However, the venture faces competition from rivals such as Virgin, which acquired a banking licence last year.
Prior to joining Tesco, Rowe spent seven years at RBS Group, including a stint as managing director of NatWest Retail Banking, with responsibility for its branch network and its Premium and Business Banking brands.
