The newly created role will make Morley responsible for the development of the Telegraph's contract partnerships and increasing its client base.
Morley, who spent eight years at Emap, took over from Rory Bett as FHM's commercial director in February 2005, from a role as Emap Radio's head of agency sales. Prior to joining Emap in 1998, Morley worked for Capital Radio and ITV.
In his previous job at Emap, Morley was responsible for coordinating cross-platform deals and increasing revenue for the company's print and digital sectors.
Dave King, Telegraph Group executive director, said: "Andrew has exactly the right skills, expertise and focus to drive the business opportunities at the Telegraph."
Morley added: "I've had eight fantastic years at Emap. But the opportunity to join the Telegraph was one I could not possibly refuse.
"The role attracted me because it incorporates all areas of the business and allows me the freedom to develop revenue from a limitless variety of sources."
