The timber-clad structure will house a café, reception area, offices, toilets and a 148sqm flexible space that can be used for events.
It will open out on to 2,500sqm of lawns, which will be used as a children’s play space and to host outdoor events.
The plans, which also include a solar-panelled roof, have been designed by Erect Architecture which won the competition to design the building.
The London Marathon Charitable Trust will contribute £1m to the cost of developing the outdoor space.
The North Park will be the first area of the Queen Elizabeth Olympic Park to open from July 2013, followed by the South Park in spring 2014.
Andrew Altman, chief executive of the London Legacy Development Corporation (LLDC), said: "This hub will be at the heart of community life. We have designed an area that not only serves visitors, but encourages them to learn about the natural environment around them."
The LLDC has today (26 July) submitted plans for the Park's South Plaza, a 28 acre space featuring a 12m wide promenade opening out onto a series of outdoor 'rooms' each with its own character including an interactive 'labyrinth' fountain, a music room and space for impromptu performance.
The plans also include a park hub adjacent to the Orbit housing a cafe, box office and roof-top pavilion.
