Silent calls are believed to be behind a dramatic rise in the number of consumers who have signed up to the Telephone Preference Service.
Consumers who receive silent calls contact their telecoms provider, which refers them to the TPS. Joining the TPS results in the automatic removal of a person's details regardless of whether they want to receive telemarketing calls or not.
The Silent Calls Summit will be held on November 13 at the DMA's office between 2.30pm-5.30pm.
Robert Dirskovski, DMA spokesman, said: "The issue of silent calls is almost an invisible problem. Those responsible for making the calls appear unconcerned about the nuisance caused and, because their numbers are routinely withheld, it is difficult to trace them or hold them responsible for finding a remedy.
"The DMA's Code of Practice sets out the requirements for the responsible use of automated dialling equipment and we are extremely eager for these guidelines to be adopted by the entire call centre and telemarketing industry. I hope that this summit will encourage such action to be taken."
Representatives from Oftel, the BT Nuisance Calls Bureau, the TPS, the DMA's Contact Centre and Telemarketing Council, and UK Data IT, which has developed a suppression file to specifically address the issue of silent calls, will also attend.
The Communications Act, which came into force this July, gave Ofcom powers to fine companies that persistently misuse telecom networks as much as 拢5,000 for each offence.
