DIGITAL BRITAIN: The verdict

RADIO

Carter's aim: Digital radio switchover completed by 2015
How will this be achieved?

  • All car radios to be digital by end of 2013
  • Develop a common logo for digital radios
  • Develop portable digital radio converters
  • BBC to begin roll-out of its DAB service nationwide by end of 2014

When? All work to be completed by 2013
Will it be delivered?

Carter's aim: Allow radio stations to co-locate and, in turn, cut costs
How will this be achieved?

  • Ofcom to outline new map of radio regions, allowing for more stations to share the same buildings and operations

When? Ofcom yet to decide when
Will it be delivered? Yes

Carter's aim: Revamp radio's regulatory regime
How will this be achieved?

  • Ofcom to roll out two-year pilot of new regulatory regime - easing regulation for small stations. If successful, the regime will be rolled out widely
  • Stations not in the pilot allowed to cut their output of locally produced content in exchange for an "enhanced commitment" to local news

When? To begin shortly

Carter's aim: Overhaul radio licensing system
How will this be achieved?

  • Legislation that effectively extends radio licences - meaning the likes of TalkSport will not have to face their licences being auctioned off. But if it is clear switchover will not be achieved, existing licensing terms will apply

When? End of summer 2009
Will it be delivered? Yes

TELEVISION

Carter's aim: Reform and broaden commercial public service content provision
How will this be achieved?

  • ITV and Five to be allowed to cut PSB content obligations beyond news
  • BBC and commercial sector to pursue partnership proposals around news
  • Government to consult on formation of a new fund, derived from the licence fee, to fund so-called "Independently Financed News Consortia (IFNCs)" featuring the likes of PA, Reuters and ITN
  • Government to mount three pilot IFNCs before 2012 - one in Scotland, one in Wales and one in an English region
  • From 2013, when digital TV switchover is concluded, part of licence fee - about 3.5% , currently £130m - will create a new "contestable" fund for these IFNCs

When? Ongoing. First pilots by 2010. DCMS to consult on new fund by early September

Carter's aim: Secure Channel 4's future / Reform BBC Worldwide's role in industry
How will this be achieved?

  • Government to consult on updating C4 remit
  • Address C4's future funding by "facilitating" a joint venture between Channel 4 and BBC Worldwide. It ruled out a C4/Five merger
  • It called on BBC to turn BBC Worldwide into "a significant global rightsl It called on BBC to turn BBC Worldwide into "a significant global rights business for Britain". This could be achieved by selling part of BBC Worldwide

Carter's aim: Create revamped media ownership framework to allow for consolidation
How will this be achieved?

  • Report ruled current legislation on ownership - the 2002 Enterprise Act - "flexible" enough
  • But Ofcom will provide a new Local Media Assessment
  • Ofcom to overhaul media ownership rules, which, for example, prevent one entity owning an ITV licence and greater than a 20% share of newspaper markeT

When? By year-end
Will it be delivered? Yes

Carter's aim: Address the impact of local authorities' publishing activities on local media
How will this be achieved?

  • OFT found an "adverse impact" on local press
  • Audit Commission will undertake an inquiry into the prevalence of this practice and recommend if restraints should be placed on such local authority activity

When? By end of the summer

ONLINE

Carter's aim: Create next-generation, super-fast broadband networks
How will this be achieved?

  • new 50p per month "broadband tax" to be levied on every home and business with a phone line to pay for next generation internet

When? Consultation by early September
Will it be delivered? Yes

Carter's aim: Provide universal broadband access
How will this be achieved?

  • The Government wants everyone to be able to access broadband of at least 2Mbps by 2012
  • Surplus from the BBC's digital TV switchover help scheme to fund £200m cost

When? Overseeing body due by end of July
Will it be delivered? Yes

Carter's aim: Maintain online content safeguards
How will this be achieved?

  • Government will adopt a new system of classification for boxed video games
  • Government to consult to give Ofcom powers to tackle copyright infringement
