
Neither the Department for Business, Enterprise & Regulatory Reform or the Department for Culture, Media and Sport - to whom Carter is accountable - would confirm or deny the reports when contacted by Media Week this morning.
According to a report in The Times, Carter did not deny he was planning to leave the government. "I'm beavering away feverishly on my report, that's my only preoccupation," he said.
If confirmed, Carter's departure comes at a crucial juncture for the government and media industry. Carter is due to publish the Digital Britain report next week, which will shape government policy on public service broadcasting, local media ownership rules and digital radio switchover, among other things.
The former Ofcom chief executive was named as minister for communications, technology and broadcasting in the House of Lords, as part of Prime Minister Gordon Brown's reshuffle in October 2008.
