The website is part of a marketing drive to help raise awareness that the three elections are taking place on the same day, June 10 2004, and to provide information about the vote.
A dedicated team, called London Elects, has been set up to coordinate the drive.
Andrew Nye, head of communications for London Elects, said: "Next year's London elections will be the largest and most complex undertaken anywhere in the UK.
"We have an advantage in that we have a dedicated communications team in place 12 months before the election itself, which will enable us to develop strategic plans and resources well in advance of the start of the main election period next spring."
The site is due to go live in the autumn and will provide information for everyone involved in the election, from voters to candidates, on the entire election process.
London Elects reports to the Greater London Returning Officer and Greater London Authority chief executive Anthony Meyer, but operates under separate budget and reporting lines from the rest of the GLA.
