
Start Creative won the business following a pitch against two other agencies.
The programme of citizen engagement will include a campaign designed to increase the number of individuals shaping their local services and communities.
The agency will create a brand to support the campaign, which will run across the UK later this year. The brand will be applied across all printed and online communications activity.
David Watson, CLG head of campaigns and marketing, said the brief would cover ‘personality development to brand language and story creation'.
