However, director-general Mark Thompson said it was not essential, in other areas, that all businesses are fully owned by the BBC.
"We will actively start to explore options, including those of partnering, joint venturing or sale with the management teams of BBC Broadcast and BBC Resources, and with the market," he said.
The BBC said it would invite bids for BBC Broadcast in the New Year and that, in regards to BBC Resources, it would ensure strong contracts with the BBC and look at the impact of other reviews, particularly "Out of London" and work moving to Manchester, then decide on the best option.
Global Channels
The BBC said that there were opportunities for growth in global channels and sales with other UK broadcasters.
Magazines
In relations to its magazine business, it said it would focus more on brands and subjects connected to the BBC's core programmes and mission, but there will be opportunities overseas.
In a nod to the commercial sector, the BBC said that trailing magazines on air should stop.
The BBC said that Worldwide's books, learning and other businesses lack scale, so joint ventures, partnering or sale will be considered.
