A number of agencies have already been approached, and pitches are expected to begin later in the month. The review will be handled by COI.
The winning agency will have to create a destination website for youngsters to obtain important advice and information, as well as creating a number of planned online advertising campaigns.
The work supports a recent government initiative to persuade school-leavers who do not want to progress to A-level examinations to continue with their education.
It will also inform young people that they can obtain other qualifications, such as National Vocational Qualifications (NVQs), through college courses, night schools and on-the-job training.
NVQs are work-related qualifications that reflect the skills and knowledge that are needed to do a job effectively.
