The office is the fifth in Europe after London, Copenhagen, Stockholm and Munich. There is also a New York office.
Stucki has been hired to sell Clash Media's offering of fully opted-in leads from all the countries it operates in to French companies.
He was previously country manager in France for Adconion and was responsible for sales, business development and operations.
Stucki said: "The French market still has a preference for offline direct marketing. However, businesses are starting to realise the benefits a targeted OLG method can achieve and generate large volumes of relevant hot leads."
The company is also planning to expand into Spain and Italy.
