The Omnicom-owned agency was awarded 21 Pencils, with R/GA close behind on 18 Pencils.
There were 848 Pencils awarded in the 53rd judging week, which took place at the Truman Brewery in East London.
BBDO New York was awarded 13 Pencils and Adam & Eve/DDB and Grey London each received 11.
Creatives in the UK took the most number of Pencils by country at 240, with the US in second place after being awarded a total of 145. Brazil, Germany and Japan each took 44 pencils.
Entrants will find out at the awards ceremony on 21 May whether they have received a wood (equivalent to bronze), graphite (equivalent to silver), yellow (work that is best in the world), white (power to effect real change), or black (the ultimate accolade) pencil.
Tim Lindsay, the chief executive at D&AD, said: "It's been a very special year for D&AD Judging. We've flung open the doors of our new home at the Truman Brewery in East London so members of the public can come and see how D&AD makes its decisions.
"A pencil is the toughest creative award on Earth to win, and we're proud of the rigour the judges apply to their decisions. After all, their names end up in The Book along with the winners.
"I'm pleased that the White Pencil has had a record number of entries this year. Creative people have the resources at their disposal to engender major changes to the way we behave - and applied to good causes there can be no better way to use our industry's talents."
