It is understood that Wunderman has no plans to replace Starke.
This will leave the larger markets in EMEA reporting to Wunderman's chief operating officer, David Sable, and the smaller Central European and global markets reporting to Wolfgang Haf, the chief marketing officer EMEA.
A Wunderman spokeswoman said: "We are changing the way Wunderman is organised in the region and moving towards a model similar to our North America operation, where key offices and accounts have more autonomy."
Wunderman is understood to be seeking a replacement for Orlov.
