The move is part of a wider restructure of the investment division into broadcast and non-broadcast departments.
Wise was formerly head of television trading, and will now expand his responsibilities taking in television, radio and cinema.
As part of the restructure, Victoria Sangster, has also been promoted to head of radio from her position of deputy head of radio.
The creation of the non-broadcast department, encompassing national press, regional press and magazines, has also led to a number of new hirings, including the recent appointment of Rob Lynam as account director.
Lynam joins from Havas-owned Media Planning Group and will work across Toys R Us, Nationwide and Sony Ericsson.
Toby Jenner, operations director at Mediaedge:cia, said: "Phil has extensive experience of broadcast media and strong management skills which coupled with GroupM's support will see added benefits for all round. I have every confidence that both he and Victoria will excel in their new roles, while the restructure will allow us to further improve our service for clients across investment and communications planning."
Wise was promoted to the position due to the departure of former head of broadcast Ian Anders, who left the agency to join Billetts media consultancy as team leader.
