At a meeting of business leaders to discuss the response to the 7 July bombings, Visit London chief executive James Bidwell said the body's 煤15m spend was not enough to meet targets.
'We spend 煤15m a year against tourism revenue of 煤15bn,' he said. 'It is not enough - we should be spending closer to 煤150m.'
Most of Visit London's budget supports overseas promotions, as foreign visitors account for 60% of the capital's tourism revenue. Bidwell said there was little left to target UK travellers.
After last year's bombs, overseas tourism held up, but the domestic market suffered as parents decided not to take children to the capital. In 2005, the number of foreign visitors to London rose 3%, while domestic visits fell 6%.
