David Higham has filled the new role of development director and will head TPG Post UK's sales, marketing and business development.
Higham spent 10 years at Royal Mail before leaving in January due to a divisional shake-up. He filled the position of Royal Mail Media Markets publishing director.
He and three other directors left when the marketing department was restructured.
TPG Post, along with German operator Deutsche Post, are likely to be two of the major rivals to the Royal Mail now that the postal service regulator, Postcomm, has opened up the direct mail market to competition.
However, there is a disagreement over the price that competitors pay to Royal Mail, which still carries out the final delivery of letters. Postcomm has set a rate Royal Mail thinks is too low. In May Royal Mail chairman Allan Leighton threatened to fight Postcomm in the courts over the pricing issue.
TPG Post UK was one of the first foreign companies to be granted a licence to deliver bulk mail of at least 4,000 items.
