
The only sports exempt are Formula One racing and snooker, which have until 2006 before they will be forced to find other forms of sponsorship.
The ban comes amid claims from Tory shadow health minister Tim Loughton, that there was no evidence that advertising would reduce the number of people who smoke.
However, the Labour party's junior health minister, Hazel Blears, said that the ban would save 3,000 lives a year. "These are needless deaths caused by an industry which hides the truth for consumers. Tobacco is the only legal product which kills one in two people who use it," she said.
The government hopes that the Tobacco Advertising and Promotion Bill will now be enacted by the end of the year.
