
Belcher, who will report to TMG executive director Dave King, will drive overall client strategy for the firm's commercial department.
King said that, while TMG enjoys good relations with many key clients, "it needs to forge relationships in other sectors, such as retail".
Belcher's duties were previously handled by several TMG directors including King, trading director Jim Freeman and sales director Matthew Watkins.
Belcher spent five years at VBS, where he worked under managing director Nick Bampton, who said he is undecided whether to directly replace Belcher.
Earlier this year, TMG appointed Greg Hadfield, the former news editor of The Sunday Times, as head of digital development. Prior to that, it poached News International's Kieron Dodd to fill the new role of head of travel advertising, working across The Daily Telegraph, The Sunday Telegraph and Telegraph.co.uk.
According to the latest ABC figures for January, circulation of The Daily Telegraph increased 2.26% month on month, to an average of 842,912, a year-on-year fall of 5.3%.
