Since May 2002 readers from outside the UK have had limited access to the site but under new plans users will be able to view all the content on the site including the homepage, world news, comment and other sections.
Bosses are hoping to target UK expatriates and readers in the Commonwealth and the US.
Peter Bale, Times Online editorial director said: 鈥淭he Times have invested heavily in top-class news and commentary from the United States.
鈥淚t can now offer readers worldwide its own perspective on US politics at this vital time.鈥
The news will also generate interest among advertisers looking to target a niche international audience.
Annelies Van Den Belt, digital director of Times Newspapers Limited, said: 鈥淭he business of international news is evolving rapidly.
鈥淲e believe we can offer advertisers a chance to reach audiences outside the UK more effectively."
The digital e-paper version, which offers the newspapers content in full, will remain subscription only.
It allows readers to view the articles onscreen in the same format as the newspaper.
