Thrower joined IPC's magazine distribution company Marketforce in 1998 as a circulation executive working on the IPC SouthBank portfolio.
He then worked as deputy circulation manager of IPC Connect before being named circulation manager of IPC Ignite in 2005. In this role he delivered retail campaigns such as the Indie for Indies initiative for NME and a World Cup campaign for Nuts and Loaded.
Paul Cheal, IPC Ignite publishing director, said: "James already knows the Ignite portfolio inside out and was the natural candidate for this job."
Thrower said: "I'm delighted to join IPC Ignite in a publishing role and to have the opportunity to work on two brands that I'm passionate about. I'm looking forward to working with the editorial and brand teams to develop both the print and online businesses."
Uncut was the only music title to register a notable improvement in the six-month ABC figures reported in February. It rose by 6% on the last six-month period to 91,028, although this was a 2.8% fall in year-on-year terms.
Loaded suffered a period-on-period drop of 4.5% to 115,065 copies, with its year-on-year figure down by 29.2%.
