The video images, reportedly from a hardline Sunni group opposed to the conflict, relate to the US military's occupation of Ishaqi, which is 70km north of Baghdad, on March 15.
The Iraqi police have already accused American soldiers of deliberately killing 11 civilians, including five children, in a raid on a house in Ishaqi.
Spokesmen for the US authorities claim they were tipped-off about an al-Qaeda presence in the area and American soldiers became engaged in an intense firefight, which resulted in the building's collapse.
The Ten O'Clock News said it had compared the new tape with other archive footage of the incident, and found it had not been tampered with, and believed it to be "a genuine record of events".
The BBC said the new video evidence, which shows the bodies of a number of Iraqi adults and children, appears to contradict the US military's account of the firefight.
The US military has confirmed that a full investigation is underway into the alleged killing of civilians by US soldiers in Ishaqi, which is one of three similar cases to have been investigated in the last year.
They include the alleged massacre of 24 civilians by US Marines in Haditha last November, and the death of an Iraqi man west of Baghdad on April 26.
The BBC has not yet confirmed if or when the footage is likely to be broadcast in the UK.
