The move is part of an ongoing attempt by the Telegraph Group, which included the launch of Sunday Telegraph magazine Stella, to attract more fashion, beauty and luxury advertisers.
He will report to Simon Hills, whom he worked with at IPC. Hills is a former IPC group ad sales director before being appointed director of magazine sales at the Telegraph Group in August last year.
According to Hills: "Toby has experience, credibility and great contacts. He comes highly recommended and will make a real difference to our business. We worked together at IPC and he is a first-class operator. It's good to have him here."
Mathew Watkins, group ad sales director, said: "We will continue to bring the best people in the industry to the Telegraph for the benefit of our customers and to accelerate growth in key sectors. Toby is well known, respected and has a deep understanding of the market. He is a valuable asset to our team."
Moore, who has spent around five years at IPC, will start work at the Telegraph on January 30.
At the same time, the Daily Telegraph has appointed Liz Hunt as assistant editor (features).
She joins from the Daily Mail where she was executive features editor. Prior to that she worked for the Sunday Telegraph, The Independent and The Washington Post.
John Bryant, Telegraph editor-in chief, said: "Liz is a first-class appointment for the Telegraph. She has a sure touch, as well as talent and ideas in abundance."
