Agar was the News Group promotions director before being promoted late last year following the departure of Nick Canning.
Agar took on the tabloid marketing job at News International on an "acting" basis until a replacement was found.
Agar leaves the company after four years, having been named as promotions director three years ago. He joined the Rupert Murdoch-owned firm in 1998 from Mirror Group Newspapers where he had been trade marketing manager.
His new promotions agency will initially work out of the offices of The Sun and News of the World's advertising agency, TBWA\London, for four days a week, with the fifth working day being spent at News International's Wapping headquarters.
It is understood that in his caretaker marketing director role, Agar has been assisting in the search for a replacement for Canning, who left in October to take up the post of marketing director at the Big Food Group-owned frozen food retailer Iceland.
It had been reported that after a replacement for Canning had been found, Agar would leave the company. However, no announcement about a replacement has yet been made.
Agar's and Canning's exits from News International follows that of News Group head of marketing Roland Agambar, who left for Richard Desmond's Express Newspapers.
