The agency will offer training and consultancy to clients, advising them on how best to manage research and insight.
CIS also plans to launch a customer insight forum. Wills and Webb are currently in discussions to secure up to 25 companies to join the forum, which aims to meet four times a year to discuss key issues affecting customer insight.
Wills said: "We are not a typical research agency as we focus entirely on developing customer insight on the client side."
CIS will also build on on reports already published in the fields of market research management and customer insight management and communication, as started by Strategic Research before its demise.
Strategic Research went into liquidation last November after 15 years in business when one of its major clients pulled out.
Wills added: "We took a commercial risk and became over extended. It happens."
