Sky has also poached 'BBC Breakfast' and 'BBC London News' host Gillian Joseph to host the weekday 'Evening News' alongside current Sky anchor Chris Roberts.
Rubin, who served under President Clinton as assistant secretary of state for public affairs for three years, will host 'World News Tonight' between 8pm and 9pm each weekday evening.
Since leaving government, Rubin has hosted the PBS weekly international affairs series 'Wide Angle', been a visiting professor of International Relations at the London School of Economics, and a partner at communications consultancy Brunswick.
In addition, Rubin also appears as a regular guest on CNN, BBC, Sky News and other TV networks. During the 2004 Presidential Election, he served as senior foreign policy adviser to Democrat candidate Senator John Kerry.
Adrian Wells, head of foreign news at Sky News, said: "Foreign news is crucial to Sky News' new programme line-up. James Rubin, who brings with him years of experience and an insider's knowledge of foreign policy, will offer viewers an incisive international voice to report, analyse and comment on global affairs."
Rubin added: "I am delighted to bring to bear my years of service in government and politics, and as a commentator, to help Sky News offer an international audience a serious look at global developments and foreign policy."
Sky is launching its latest schedule from a purpose-built studio this autumn, with other recent signings including breakfast anchor Eamonn Holmes and Granada presenter Ginny Buckley.
