News of the plans comes as News Corporation's attempt to acquire satellite broadcaster DirecTV moves a step closer to completion.
Murdoch is said to want to replicate in the US the success of BSkyB in the UK, which has achieved high subscriber numbers and led the way in developing interactive TV services.
BSkyB is currently the UK's largest digital broadcaster with more than 5m subscribers, leading rivals by as many as 4m customers.
Ball has been involved in the discussions with DirecTV's parent Hughes, a division of General Motors, along with Murdoch, fuelling speculation that Ball could be earmarked for a management role at the new division if News Corp secures the deal.
However, Murdoch has not yet made public his plans for the management team should his offer win through.
News Corp has been negotiating with GM about the sale of DirecTV for over a year. A decision has been further delayed recently by DirecTV's smaller rival EchoStar, which launched a rival bid.
