It is looking increasingly unlikely that discussions between ITV and Setanta will result in the commercial broadcaster showing the game.
Setanta, which paid £5m for the exclusive rights to cover the match, is understood to have asked terrestrial channels to pay £1m for the rights to show highlights.
Until the latest offer, which was made earlier today, it is understood that the best offer for the highlights was £250,000 from ITV, while the BBC is understood to have offered £200,000.
Although the match is only England's second World Cup qualifier in a long campaign, interest is high as their opponents Croatia effectively ended their chances of qualifying for this summer's Euro 2008 tournament following home and away defeats.
The final defeat also ended Steve McLaren's short reign as England manager and his replacement by Fabio Capello.
Earlier today, a spokeswoman for Setanta said that to date it had not received a proposal that makes commercial sense.
Last year, Setanta won the live rights to around 90 qualifying matches ahead of the 2010 World Cup in South Africa.
The package includes most of the away games for England, Scotland, Wales, Northern Ireland and the Republic of Ireland.
ITV holds the rights to show England's home international matches and a number of friendlies, including England's away match against Germany in November.
However, fans without the Setanta Sports channel will be able to listen to the match live on Radio 5 Live from 8pm tonight.
