The response follows a three-tier research strategy carried out by the RadioCentre, the body that represents commercial radio, including it's Big Listen online poll in which more than 10,000 radio listeners answered a series of questions about their relationship with and reaction to radio.
As well as the three key proposals, chief executive Andrew Harrison and his team outlined detailed evidence about the "current state of play" of commercial radio, pointing out how technological change is reshaping the media landscape, how listener expectations are evolving and the role of market intervention in radio is changing.
Harrison praised Ofcom's consultation paper on the Future of Radio but called for changes such as the deregulation of commercial radio to happen now rather than when predetermined targets of digital listening have been met. The response also calls for a focus on the provision of local material, not quotas for locally-produced programming, which the Big Listen showed did not concern the majority of listeners.
Finally, the body proposed the creation of a cross-industry working group, led by Ofcom, to plan when and how the radio industry should become fully or mainly digitised.
Further proposals from the RadioCentre include the removal of stringent ownership rules, regulatory change for community radio and the simplification of analogue formats.
