The agency won the brief after a pitch run by COI and involving other agencies, including Ingram. It will now advise the DWP on the best means of communicating upcoming changes in the CSA's role. The body has recently come under fire for its level of service. In February, the Government, which called the CSA's performance "unacceptable", said the body would be completely overhauled in a review to be completed this summer. PHD is expected to be asked to develop ways to communicate these changes when they are announced.
PHD's appointment is the second time a media agency has picked up a high-profile DWP brief in recent weeks.
Earlier this month, MindShare was hired to help the DWP tackle benefit fraud.
