The "quad-play" offer will be available to new and existing customers and combines a Virgin Mobile pay monthly contract with the cable company's trio of digital TV, broadband and fixed-line phone services.
At a later date, this offer will be refined allowing customers to choose any two of the four services for £20 and any three for £30.
Steve Burch, NTL:Telewest's CEO, said: "The quad-play product will be the first time we've combined a Virgin-branded service with NTL:Telewest products: no other company has the capability to provide such total flexibility for the consumer."
The company has introduced the free TV with fixed-line phone offer as a way to take on Freeview. NTL's more sophisticated service offers more channels than Freeview, as well as video on demand.
The offer will be priced at £16.50 and includes free TV for the life of the phone subscription.
