The new post tasks Milner with improving the commercial performance of News Group Newspapers and Times Newspapers. He reports to Les Hinton, the executive chairman of News International.
"Clive will oversee a number of group-wide projects designed to improve the performance of our newspapers," Hinton said.
Camilla Rhodes, the managing director of News Group Newspapers, will continue to report directly to Hinton.
Milner joined News International in 1981 as a sales executive. He rose through a number of jobs within News Group Newspapers including that of the commercial director of the News of the World and the general manager of News Group Newspapers before being made the managing director of the division, which also publishes The Sun and the News of the World.
The Times has recently started publishing a tabloid, which pushed its circulation up 2.29 per cent during December. However, The Sun fell 3.34 per cent in December after a difficult year.
