Horner will work on the Boots account and new-business projects. He will also work alongside Andrews and Dylan Williams, Mother's head of strategy, on implementing the planning restructure that is scheduled for later this year.
During his time at W&K Amsterdam, Horner worked on Coca-Cola and Nike Europe, and ran the EA Games account. Before that, he was a planner at Leo Burnett.
Williams said: "I handed Laurence an APG gold for his work on Nintendo years ago and have wanted to sign him ever since. He's a top-drawer performer."
Horner added: "For years I've admired Mother from afar, and the chance to get involved was too good to pass up. This is one of a handful of agencies doing things differently, and that's something I want to be part of."
