At the same time, it has raided TBWA\Paris to replace Christophe Lambert, who left his job as chairman of Publicis Conseil last month for a start-up agency.
Arthur Sadoun, the 35-year-old chief executive of TBWA\Paris, becomes chairman and CEO of Publicis Conseil. He is joined by Valerie Henaff, TBWA\Paris strategy, director who becomes managing director in charge of strategy and development.
Publicis said it was taking advantage of the departure of Lambert to reorganise its structure in France, and that the network would be taking a more holistic approach to advertising.
The appointments come only weeks after Maurice Levy, chairman of Publicis Groupe, put in place his heirs apparent, naming Olivier Fleurot as executive chairman of the Publicis network and Richard Pinder as its chief operating officer.
Lambert is starting up a new agency with Frederic Raillard and Farid Mokart, the team who launched Publicis-owned boutique agency Marcel. The trio's departure from Publicis was a shock in Paris, particularly when it was revealed they were being backed by Vincent Bollore, chairman of rival French ad group Havas.
There is now a question mark over the future of Marcel, which counts France Telecom among its clients, with Publicis saying that Levy, Fleurot and Pinder would be taking time to "consider the best solutions for both the agency's clients and its staff".
Levy said: "Along with Olivier Fleurot, executive chairman of the Publicis network, and Richard Pinder, the network's chief operating officer, who both joined us two weeks ago, we have taken advantage of the opportunity presented by recent changes to completely rethink the organisation of the Publicis network in France and the role of our flagship agency Publicis Conseil."
