Windsor has promoted Emma Seward to the new role of head of European marketing. The job has been created to develop product and branding consistency in all lastminute.com's 12 markets.
Seward previously worked in lastminute.com's UK team, where she was head of offline marketing. She has been replaced internally by Fliss White.
Seward will build the company's search engine and affiliate marketing and work alongside Windsor on driving its global brand strategy.
"I'm trying to leverage the global nature of the business," said Windsor.
"We need to agree the global product strategy to focus our buying muscle on key destinations and develop global promotional calendars to attract customers to destinations."
Also new to Windsor's team are Peter Flint as head of platform development and Tom Virden as head of international development. Both previously reported to founder and managing director Martha Lane Fox in similar roles. Flint's role is to develop the business globally over mobile commerce and iTV, while Virden will nurture smaller markets and review entry into new markets.
Last month, lastminute.com acquired car rental firm Holiday Autos for £40m as part of a strategy to increase margins and provide consumers with a full travel package.
Separately, lastminute.com's interactive TV launch on Sky Active has been hit by further technical delays. The site was set to launch last autumn and then delayed to this month. A BSkyB spokesman said it would be "several weeks" before it is up and running.
